We have two Crown Vic Police Interceptors now and love them. City traffic cars that sit and idle alot will have bad engine wear like rhblakeman says, but if you get a rural small town car, detective, fire chief or highway patrol car, 100k miles is like nothing. They're overbuilt, super handling and have good power, extra heavy-duty suspensions, high output alternator, extra oil & transmission capacities & coolers, and one of the best transmissions ever. I hear they'll run over 300k miles.

Crown Victorias are good for their use as police use because of the durability and horsepower, they are dogs for everyday use by normal people and if you buy a surplus police interceptor you need to be ready to replace the engine. 80k miles on the odometer doesnt mean anything - idle time can be 5x more than that so you can assume the engine has the equivalent of 250k with 80k on the odometer. Drive train will have 80k wear but the engines are usually shot on surplus cars.

If his locality or state allows scanners in vehicles he's fine - here I cant have one in a vehicle without a permit. Some areas you can use receive on a 2 way but you have to disable the transmit unless youre permitted as part of your job with emergency services. Like I said above, a person has to check their local laws just like they do before they put tint on their vehicles. In some places a full blackout except the windshield from the AS1 line down is legal, others are different.

Sirens, color of lights and whether you can/cant display or even have and scanner rules are all state dependant. KY allows scanners in homes and businesses, illegal to have in a vehicle except for emergency services, and news services that have permits. I know of no place that green lights are illegal. Red is usually illegal to the front, blue from any direction, yet people run blue washer LEDs in their hoods and no one hassles them. Check your local and state law, they all differ.

Orange/amber/yellow here in KY requires no permit, it means there is a hazard to watch out for - otherwise 4 ways on a vehicle with amber in the back would require a permit but it's factory with amber and follows federal guidelines. I have an amber strobe on my van for times when I'm on the roadside either working or parked, to give the extra attention to drivers not paying attention - one will still probably nail me one day though, they hit fully lit police and fire vehicles all the time.
