Any law that exempts members of congress can be thrown out based upon the 14th amendment -- the equal protection clause. Anyone who has been charged with insider trading could bring a case.
This is how Washington works. Replacing incumbents won't address the root problem. Government needs to have less power so politicians have less to sell.
