he does help, when ever you get Illidan down to liw life he frees Maiv and she comes to help you, also I'm not sure but I think he might actually help you when you first begin to fight Illidan.

Yes, Akama starts the fight with you (you talk to him and that starts the whole encounter) and takes quite a bit of damage. It's not until about the last 'phase' of the fight that Maiev shows up.
