I have the same problem! I'm going to say it's because you're so thin. And the long hair. Clothing also makes a big difference. And, surprisingly, using more make up makes me look younger! I found that a lot of little girls wear too much make up-- like their excited to be able to wear it for the first time or whatever.
I'm just the opposite... I'm currently fifteen, but have been able to go for an 18 yearold since I was 13.... It was always me who had to go buy my friends tickets for the movies, and eventually it grew into me automatically acting as his big sister when going to the movies xD

Ohgod, I feel you. I'm 20 and I get mistake for a 12 YEAR OLD. Not joking. &On my 18th birthday I went to a salon, when the woman found out it was my birthday she was all "How old are you turning? 10? 11? " Gamestop tried to say I had a fake ID when I tried to buy a 16+ game. I went to the movies to see a PG13 movie when I was 17 and THEY TRIED TO REFUSE ME A TICKET. And yet they had just given my 12 year old cousin a ticket no questions asked. D8 It's very annoying.

In the end I think she only gave me a ticket because I was with people who were OBVIOUSLY over 13. That was a terrible day. As well as the day I got offered a kid balloon and was asked it I had already turned into a teen when I refused it.

In Australia we can do pretty much whatever we want when we turn 18 ... except me, of course, so I understand your pain! I'm the 'runt' triplet of my family - my two other triplets look way older than I do ever though I was born first! #firstworldproblems :)
The first time I used my ID when I turned 18 I went (sadly) to the library to get a library card to borrow some history books. The librarian there refused to give me one because she thought I was using a fake ID. At the library.

oh! ur story reminded me. every since i was like 10 to now, i've had to order the tickets at the movie saying "2adults and 1 kid", the kid being me and the adults being my mom and sister. when i tried ordering 1 kid by myself, they said i lied and charged me for an adult ticket.........not cool.
