This occurs for memory sake. In programming, you don't want to have to load up that scene after you complete the mission. So you just store the area in the current map. That way loading is contiguous and without disruption. I suspect you would find the illusive man tucked away in several levels to achieve this.

Technically, you CAN do this stuff on the 360, and it's not really that hard to set it all up, but you do need a good flash drive (or just the xbox one), and you need to dl some modding programs. Getting the xbox flash drive is my last step.
