The kick is not a muai thai kick at all and I have to say I have never seen this in action or in training.

Kozo Takeda attempts that distraction at 2:43, but Zambidis fished his intention.
Zambidis does the same at 2:55 and succeeds, scoring a knock down.
Personal opinion, if the kick is not meant to do damage then why connect with it? Stop it halfway just like these 2 masters do here in the link I posted.
@FanatikosKafetzis Well, you may not have seen this in action or in training but I have seen it used successfully in both. The man showing it here is a former Professional Muay Thai fighter (unfortunately this was before his untimely death). I've seen him fight, and I've seen others fight who have used this technique successfully. I've also trained for many years and I use it as well. There's nothing wrong with doing it how you described, or as in your links...however this way works too.
@MTauza I can't tell if you're retarded or not. The kick in this combination isn't suppose to connect with full force but as a distraction as typical guard against kicks, the person would have his shin pointed outwards at around 45 degree angle to make sure that his top half of his shin connects with their bottom half and to not get his calf smacked. Since this 'opening' has been created, he kicks back thus creating somewhat of a flying punch straight down the middle, you absolute retard.
@AdeptusCustode well, im not retarded, i just said that THAT kick was awful! i mean, no technique and no power=horrible kick. But may be he kicks like that to be able to launch the other punch
