The reason I enjoy this speech is I love seeing villains behaving evilly. This man is a truly vile, disgusting lunatic. An utter madman, an omnicidal maniac. A carnage and mayhem loving psychopath! He is everything I love to see in a true villain, a villain beyond reason, beyond logic. The personification of the word Monster. Of all the villains I have ever seen, he is one of the few that are this amazingly evil.

The Hellsing TV anime sadly falls short of the OVA series, as "Ultimate" actually stays true to the source material (i.e. the manga).

The reason so many people like this speech is because it's so pure (no not "racially pure", rofl). The Major is War Incarnate. Even if you totally oppose him you can't help but admire the strength of the message and the lack of hypocrisy. It's not something you often see in a villain because we're taught that evil is always cowardly and weak. It's not. That's what makes fighting against it so badass.
