You can make the argument that he lowered his head, BUT lowering his head was clearly an involuntary reaction to being blocked in the back. The push he got added to his speed and momentum and it carried through his motion and into the returner. There is no helmet to helmet contact, no spearing, and no malicious intent. It's called football, it happens.

I watched this live......i was there.....and i had a perfect view of the hit. It was NO accident. The only thing that you can say was NOT intentional was the extra speed that Carpenter got from coming off the special teams blocking.
He lowered his head....he did NOT move it to the side. That is agains't the rules for a reason, so things like that don't kill athletes. This could have turned out very very badly.
