Not sure why those red tips were runny but that red tip is a component that is supposed to prevent the round from expanding once it makes contact with clothing. A lot of regular hollow points expand once it hits clothing like denim and heavy cottons and fails to perform. Powerball functions in a similar matter. Basically those tips make it pretty certain that your target will have Koolaid pouring out their stomachs.
