The book Death Star actually makes a point of some of this. While Storm Troopers an TIE pilots and the Empire personnel in general are all perceived as the bad guys, the truth is that a lot of them are under the mistaken assumption that they are the good guys. There is a very interesting point where the Death Star's gunnery chief goes through a tough time dealing with his orders to fire on Alderaan. Good book for anyone interested.

Jediking12, you ask how they built the Death Stars. The first was built in orbit of the planet Despaire by a combination of its population of prisoners and wookiees captured from Kashyyyk. The second DS is less certain, but Lucas states in the DVD commentary of Episode II that Geonosian slaves played a large part, as did more captured and enslaved wookiees. (This comment was made in response to this clip.) You can look this all up on line for more info, and yes I am proud to be a geek.
