Valtiel has other powers as well. Valtiel is able to control Walter, or at least has partial control over him when he kills the first ten sacraments. ( this is implied when in the second game you find a note talking about how before Walter died he was screaming about how it was he who killed those people, but it wasn't him )

And the executioners dressed in robes to resemble Valtiel.

So Pyramid Head's appearance technically IS based off Valtiel's appearance.

His powers, unlike PH, are limited to switching reality over to the Overworld and apparently resurrecting Heather. Not that he cares about her, but his utmost concern is preserving the god.

Vatiel is not a god, he is "the closest being to god", and he isn't Pyramid Head. Vatiel and Pyramid were both beings created to emulate the same person and concept, so they have similar appearances but different roles. Pyramid Head was a Punisher and a Victim, he only effects certain people physically and aims to damage them. Vatiel never harms Heather but appears quite often if you know where to look for him.
