yes it is, I just brought this hard drive yesterday and I also found this issue...

The hard drive and/or cable aren't well shielded OR the cable to the antenna in the computer is broken.
This is expected. If the hard drive creates interference (and it shouldn't) the computer's radio (wifi) has to deal with it. (FCC Part 15).

Why didn't you run the test with the drive completely disconnected?

Well the way you show it, i think the magnetic force of the hard drive disturbes the computer's wifi antenna, causing it to capture less internet signal & therefore making your downloading speed to decrease.
