That's true but the main reason they worship their criminal ancestors is because those ancestors were fighting in the name of the emperor and +/- 80% of the japanese people are shinto which means that they believe that the emperor is a descented of the gods izanagi and izanami. Basically the criminal ancestors are to them what the crusaders were for Christians.
( I do not approve of the enshrinement of the criminals but everybody is entitled to their own religion and freedom of speech)

The Japanese are +/- 80% Atheist. Only a very small percent of the country believes the religion is real. The belief that the emperor is a god ended the day the Japanese surrendered at the end of WW2.

They may not believe that the emperor descended from the gods anymore because of WW2 but they are still followers of shinto, look at the japanese houses they each have an alcove were pictures of dead family members are put and "worshiped". And their habits, like removing their shoes inside the house, among others, originate in shinto.
