Just noticed this is by the same team that made that native american immigration thing. The one with the pilgrims coming into America and the indians expressing the same concerns as people today about illegal immigrants. You can even spot them somewhere in this video!

It's basically saying that there are more important things in the world than that.

The backing vocals are very ELO sounding, the intro is very much "Don't Stop Me Now" style, and you can here a kind of "Now I'm Here" type riff. Where abouts can you here "If you can't Beat them"?
I love Weird Al and this song & video, but I blinked at the Angola reference too, hironoodles, I wish they hadn't been drawn quite so thin. Since this is a Queen parody it reminds me of their great triumph at Live Aid ('85) and how I wish we could have done more for that cause in those 24 years.
Although Al has always been apolitical perhaps he did wish to subtly draw attention to the fact that there are worse things in the world than annoying ringtones.
What, do you think Weird Al was making fun of them or something? He obviously wasn't. In fact, in a way this is sort of raising awareness for that, because obviously Weird Al is using sarcasm to say that there are many way more important things than ringtones and cell phones in generals. Such as starving children, problems in the Middle East, etc., etc. He referenced it all in this video.

Sounds to me like it's loosely based on the Queen Track "Don't Stop Me now."
Amazes me how Al can able to produce something so corny and ridiculous, while at the same time musically doing justice to the original song.
Apart from tributes to Brian's Blazing riffs, and Queen's peerless harmonies, there's a nice John Deacon-esque style bass run around 0.14.
Nice work Al - Keep rockin'..
