The truth is, Genicode City, (aka Cyber City) was actullay a single act after Metropolis, with

the same layout as Metropolis Act 3. It ended up being scrapped and made into Metropolis act3, and if you check out Sonic 2 Long Version you find a lot of scrapped levels. Genicode City is in there and thats the real thing. It didn't look like Metropolis but still had the same level

layout.

You guys obviously don't know, "Genocide City Zone" was actually "Metropolis Zone Act 3". Since they Sonic Team didn't have enough time to finish the game, and they already made the level, they just put over the Metropolis Tileset and made it act 3. I think the reason he put the "Chemical Plant Zone" palette over it is because many people speculated that "Genocide City Zone" was originally going to be "Chemical Plant Zone". People need to research more on the whole Lost level.

I sorta get what he means by *REAL*--in early development, the game was to have a level after Metropolis Act 2 that would be Genocide City, but all they developed was the basic layout of the level (none of the unique graphics were done). So instead of removing the layout, they kept it for Act 3 of Metropolis.
