As fret pointed out, first exercise is for shoulders as the primary target and the second exercise seems a basic core move and even though she is supporting herself on one arm the 'work' is being done totally in the deltoids. She definitely isn't targeting or isolating the arms in either move.

The second exercise - well - it's just odd, but it's not going to tone your arms. If you want to tone arms just search on this site for biceps and triceps exercise - these are the two muscles that make up the upper arms.
