no, certain classes have special mounts (druids, pallys, locks...). Also you can't use horde mounts if you're alliance for example but you can become exalted with another faction within your race to ride their mount.

getting fully exalted with all of the alliance factions is pretty easy. just do all of the alliance quests, no matter the faction that gives it. for many of the quests the rep spills over to the other factions so they will all slowly go up. also do the repeatable quests (cloth turn ins, lost supplies, etc).

43 seconds in the mount is the Epic Undead Warhorse you can buy it with like 15 honor marks from each battle ground and some giold. You can also do that with the Alteerac Valley Wolf you can buy it at the hall of legends in Orgrimmar (Only availible for horde)
