SFLegacy: Effective monitoring means that officials are in the country so long that they can check that the whole process is good starting from accepting candidates.
I don't know if USA belongs to this program but it is previous or current dictatorships who need this observation most.
Only OSCE monitoring means something real because they stay in the country for many weeks.SCO means nothing as it represents dictatorships. CIS means nothing too.PACE

Is it so hard to read, or is it the way I construct my sentences? SCO, CIS, PACE MONITORED THE ELELCTION. THE CONCLUSIONS WERE THAT THE VOTE REFLECTE DTHE WILL OF PEOPLE AND NO EVIDENCE POINTED TO FALSIFING THE ELECTION. Now its SCO's, CIS's and PACE's arguments vs some guy from finland. Who is more likely to give a definitive conclusion?
