It depends on how well they were trained(If they got EV trained and all that.), and what moves they have, and also if one of them gets a critical hit.

RAYQUAZA made the tornadoes because the creaters did not do a remake of emerald.

GROUDON made earthquakes because the creators did not do a remake of ruby.

KYOGRE causes tsunamis because the creaters did not make a remake of saphire.

so that's that.

WITHOUT THE REMAKES THE WORLD WILL END IN 5 HOURS. (if you did not understand that, that just means to MAKE MORE POKEMON GAMES.). ;)

@ColonalCat 4th and 5th gen pokemon games are actually very well developed games, and if you are a hardcore Pokemon fan then you wouldn't be worrying about how they screwed up, you would just enjoy their games and development not tell them to go back to how it is, if they dont screw up a couple time how are they supposed to better pokemon if they just rely on their old systems
