To get it in game, just go to options > video > advanced > enable motion blur!

You should get a new account, with moviemaking configs, so you get rid of all the shit you don't want to be a part of your movie.. ClaYmans config i think is what you are looking for. Add some frags and this could be good. follow tutorials on the net on how to make css movies , and you will learn a lot.

Well then I don't know what to tell you. Motion Blur like this is only done in After Effects that I know. I heard it's possible to do it in vegas some how, but it's almost impossible to figure out how.

In sony vegas press "Ctrl+Shift+B" and right click on new "Video" bar and choose "Insert/Remove Envelope" and then "Motion Blur Amount"

Ok, here i go. Right click the footage, go to frame blending, then pixel motion. Now at the top of the timeline at the left there's an icon of film strips, click it. Now click the motion blured ball to the right of it. Now, last of all go to effect>Time>CC Force Motion Blur. Turn native motion blur on, shutter angle, just experiment with that, and sampling, keep it close to 8, the higher, the better, but longer rendering. The whole thing takes a VERY long time to render.
