He was originally supposed to be a character named icuris (can't spell) in Torchwood, but since he was already Yanto Jones here, Russel T Davies let him have Ianto Jones because he wasn't having the other name.

In torchwood the character was called iris hopper, but when Gareth got the part they changed the character name, Gareth says he thinks its cause russell T felt bad this scene was actually cut out of the final show of mine all mine so Gareth could have his character back.

the scenes with Garteh were cut from mine all mine, due in part to the fact 2 eps were made into one, but according to RTD he was impressed with Gareth so he asked him to play the character of Ianto. cos in mine all mine he was Yanto, it's on his wikipedia page and russell mentions it on a couple of interviews.

@thaursir He does that often, but in this particular case it was intentional. In 'Mine All Mine' Gareth got most of his storyline cut when the BBC lost funding (or something like that), so when he got the part in Torchwood, RTD changed the characters name to Ianto in honour of that part
