@clinch44 in the cartoons mickey and goofy live in duckburg thats normal o.O and in the comics too. I think theyre living always there but often theyre not in storys together with the ducks thats right. And never in the TV-show ducktales ;)
Well, actually, what had happened was that Pinto Colvig, in 1939 or so, had had a falling out with Walt and left to work for Max Fleischer in Florida (although he would return to Disney a few years later). This resulted in Goofy's dialog being restricted. In his cartoons, Goofy could not say much outside of what had been said already. That was partially why they created the "How To" series for Goofy.
Goofy voice clips would be used even for other characters in other Disney films. For example, Br'er Bear at two points utters a slowed down version of the Goofy "Ouch!" from 0:09
