@LuiG0001 It probably means she doesn't have the qualifications to be a celestials. Celestials are supposed to be enlightened, but Tenshi isn't really, she has a personality similar to the beings in the mortal world.

Iku still treats her as the eldest daughter and according to Iku, she seems to get away with a lot of things, because of her rank.

There are a lot of talk in heaven on how Tenshi doesn't deserve to be a celestial. Also Youmu's reply to Tenshi seems to imply that because of actions in her past, she cannot go to heaven.

In the case that you do play the games (specifically 10.5 Scarlet Weather Rhapsody, which is a fighting game and is much easier than the standard Touhou games, yet is incredibly fun) I won't spoil anything. She loves to dance, Sing, and she lives in Heaven. However, she's still a pretty crazy Celestian because of how much power she has at her disposal and what she does with it when she gets bored. I could say she's evil, but she doesn't really enjoy others' pain.
