This was made in Japan, but by Cartoon Network. When they dubbed it in English, the quality of the dubbing was far inferior to the original PPG. The Americans refused to respect it the same as the original. The animation itself is not the problem. It's another PPG. There's an episode late in the series where you see the originals fly by when they accidentally visit their universe but they're too busy to notice the Dynamo Z. In PPZ the original PPG look the same.

I've noticed that everyone complains when Americans take Japanese cartoons and make them set in America instead (like Yu-Gi-Oh; 4Kids put it in America instead of Japan and everybody threw a bitchfit) but when the Japanese do that to American cartoons - taking the Powerpuff Girls from America and putting them in Tokyo - everybody's cool with it... :/
