There are about 1 million foreigners living in Korea now, which is why you see so many more foreigners speaking Korean these days. It used to be a rarity, but it's becoming more commonplace as more foreigners learn Korean (inspired by the Korean Wave) and move to Korea for work-related reasons.

The best part of being a foreigner learning korean is not having korean parents, hehe. Advanced korean is about the hardest thing to learn even for natives. At that point, you pretty much study Chinese.
