Creating borders in Photoshop cs3/cs4

I didnt know how to make a border in CS5 and ive been using photoshop for about 4 years now, just had no reason before to and its not self explanatory, its not a button called border so yall lay off.

Great Job! This was very easy and simple...ALTHOUGH...It doesn't work for me. I have cs3 and I am able to create the WHITE border...but when I go to stroke and change everything just as you have....IT DOESN'T WORK! NOTHING HAPPENS!!! I don't know why!!!! It's so frustrating! I totally threw a fit! lol

Well, BRUSH the edges to make it LOOK better, i don't use photoshop but MAN, it GOT ro be a better way!:)
