There is not 9,000 endings! There are different things they can say and show at the end though. Like if you are evil and blew up megaton, they show Burke and you hitting the remote detonator. If you re good and help the slaves, they show Hannibal and Lincoln with his head attached.

In Oblivion PC it was by using the scroll wheel on your mouse. Since Oblivion and Fallout3 share the same game engine, I guess the scroll wheel still does the same thing.

3 Ways to advance, cheat, turn down the difficulty, or backtrack to Megaton/Tenpenny Tower and do some quests to get better stuff.

Then kill a guy and steal his gun, pickpocket someone, steal one at a place where you can get armor, or find a machine gun a shoot their furry asses out!
