I like hunters and jockeys both for different things. Jockeys cause a lot of chaos in the right situation, hunters do crazy DPS in combination with damage pounces.

oh so hunters can steer survivors off cliffs,into witches,into fire,into spitter goo,into a horde while still leaving the survivor he is riding immobilized.Jockey is more mobile than a hunter,hunters can only pin you down,jockeys can move while immobilizing their target.

a jockey is suppose to be a half formed hunter. as you can see the jockey can jump around 2-3 meters in the air and hop around like the hunter. except the hunter can jump 20-30 meters in the air instead.
