@n00b22222 The main reason the joker's goons don't get up after being handcuffed could be a number of things , for example if you got your ass handed to you by a guy like batman and got cuffed you'd probably feel a lot safer staying where you are, because like you said before "no one messes with The Batman." ^_^

You won't die, there's a ledge below. 3. There's a key somewhere on the ledge. Find it and you'll be able to open another door. 4. Continue following the ledge path until I think... a grapple icon appears. Use the grapple and you're at a door. Open it and you'll find the cheat envelope for this level. It's the yellow glow on the floor. And there you go. Continue straight towards another door and you're back at the area at 7:15. Hope this helps. Sorry for 3rd comment. Its a repeat of 1st comment

For your 1st question, here's how to find the envelope in this level. 1. In the area at 7:15, there are two doors, one to continue chasing the bad guy, the other locked from the other side. 2. Next, in the 7:57 area, instead of grappling to the next area, fall off the building. Don't worry.
