Any form of state is inherently fascist. True democracy cannot function because that would mean that for every futile decision every citizen would have to vote. But the level of influence the average citizen does have on the general state policy does vary from state to state. The problem here however is that the general public only knows what it's being presented and can never know what really goes on behind the curtains. Therefore a seemingly democratic country can in fact be utterly fascist.
