I don't think that it literally means listen to the rain. I think that the rain is a metaphor for tears, so the song is saying to listen to people when they are sorrowful, hence the verse where it says that the "rain" is frantically trying to tell their story before they hit ground. The sad people are desperately trying to get someone to listen to them before they loose all hope. So, listen to the rain weeping.
