My recruiter, back in 2003, told me that Congress authorizes military pay raises EVERY YEAR, both parties! That is nothing new.
Obama was already disposed to cut down the defense budget. It's too obvious how that will affect the military. He also doesn't believe in final victory, neither in Iraq nor Afghanistan. And our military should know better that you don't win wars by timetables.
