Yes, it's palm-muted. If you ever wonder about something being palm muted, just listen to the record carefully, it creates the chug, low-end metallica sound. Also, by palm-muting it makes the riff sound more controled because the A isn't ringing while the D and G strings are being hit. Hope that helps man!

It sounds stupid if you palm mute while playing slowly, but you should still mention which sounds to palm mute. Otherwise it gets really confusing for newbies because it doesn't sound right at full tempo. Note that there are other notes beside the open string notes that should be palm muted too (8th, 7th and another 7th fret on A string). Good thing is you play it with PM in the end.
