Have 1 Postmaster for every 5 offices, only a phone call away if a problem arises. Replace all supervisors with working foreman/steward and you'll save the USPS.

@boatops Ironically , Issa' bill would only cut people who actually move the mail , the people in the trechnes who are UNION. Bloated management would remain untouched - business as usual. There is definitely an agenda with his bill - follow the money trail.
