Typically they hire an area band to help with different logistical things....guiding bands around, warmups, programs, running tapes and scores around...etc. While the competition will take up an entire day, the band usually gets a couple of thousand dollars out of it for their efforts.
Individuals don't normally sign up to help because most stadiums nowadays are very tight on security. Some over-emotional flute player could have a bomb strapped to herself cause her school didn't make finals...
If you really want to, there's BOA's Summer Symposium. Personally I think it's a waste of time and money...there's more fun things you could do like...Drum Corps, Fishing...yeah, I'd stick with those two.
It's not about getting beat in the first day, it's the experience. A lot of small, and maybe not as talented, bands go there just for the experience. It's really phenomenal just to be in the same area as some of the more renowned bands.
Summer symposium is the best band camp out there! Idk what you are talking about.

My band could never go to this...We'd get kicked out first day!
Just imagine 227 kids tearing up everything in sight and directors who are just big kids themselves lol.
