Just did this once, and tried to take on those guy with my bare fists. One hit of the baseball bat sent me to hospital and I was at full health. Better drew my firearms after all.

I wrecked this mission, I entered with my car from behind the dealers and while driving to the yellow spot, I accidently hit one of the dealers which led my mission to fail XD

@rbrucerye you dont need to shoot them, aiming your gun at them will spook them off. and if you want the bat, theres one in an alleyway behind the comrades bar near the hotdog stand. opposite your 1st safehouse

To both of you, I have the same problem but I just read that you have to wait one week (hopefully in-game time) after the second encounter. Past that delay he will be there.
