It figures the man who's performance as Dracula in the 1973 film that inspired the look for the character in Marvel's comic series would be the doomed boss of the guy who'd become another iconic villain. It's like passing the torch of evil (whether he wants to or whether he must be shot with dramatic music playing in the background)!
Presumably, the other crimelords all had to fall in line behind the Joker and do whatever he told them. The Joker would have killed any crimelord who didn't accept his leadership over the Gotham City mobs.
@topgig: I just watched Batman a few days ago for the first time in a long time. When Joker is talking to Rotelli's burnt corpse, presumably he takes Rotelli's "suggestion" to "grease them now", and kills them all off screen. While Rotelli and Ricorso were the two who opposed Joker, the other crimelords didn't look too keen on following him either.
@MisterBoswell They assumed Jack was dead. Also, he was getting old and idle. Furthermore, Grissom knew that none of his other guys would betray him. Also, if we assume that Grissom had more than one official on his payroll, they'd inform him of Jack's supposed death, to be honest. From everyone else's point of view, Jack Napier was dead.
One could argue that the right man (Jack) might of known about a couple of secret paths or ways to get in the office. Plus it's the Joker, chances are he killed a few guards.
@DXCProductions Best I can figure, he was able to do it because he knew how Grissom operated. Maybe there was a hole in the security he knew how to exploit. That, or Grissom didn't have his men's loyalty like a guy they knew he screwed over royally.

On screen the Joker killed Carl Grissom, and two of his crimelords Antoine Rotelli and Vinnie Ricorso. I wonder what became of the other crimelords?

What i never understood was - if Grissom was the big man of the mob - why was it so easy for joker to just walk right up to him and shoot him?
a big boss like that would have an army of guards protecting him.
