I seen the EXACT same item while working in a juvenile detention center. However, it was used to store something other than "personal items". Just to let everyone know, law enforcement and criminal detainment are trained to recognize these type of safes. Don't think this is a "fail proof" way to store illegal items because these things are the first that law enforcement goes for.

For robbers, the can safe poses very little to worry about. Notice at 0:22 that the polymer lining around the storage capsule and the outer aluminum can does NOT go all the way to the top. In this way, you can quickly try to crush any suspicious can, and if it seems full but is really one of these, the top portion by the tip of the P there will bend in.

I shut mine in the glove box in a hurry and ruined it this way.

I have owned one of these cans, and seen a beverage can before it is assembled at the factory. The makers of this storage unit obtain the cans BEFORE the tops you suggest cutting off, are even put on. So while cutting may work, any rough edges at all is a dead giveaway of tampering. Also, the can is filled with some polymer around the inner storage chamber to ensure it is as heavy as a full can of soda, so if you were making your own it would be wise to do that as well.
