They were Transformers. I saw that happen about 6 times during a storm while I was trying to locate a generator at a store.

@kennythebadass you mean the light at 0:24? youve never experienced a sub station blowing out have you? They DO make that kind of light. Looked like multiple stations shutting off and quickly. The damn street lights went out first. Google the substation transformers and the hardware used around the world, they are designed to cut off power in emergency's and or during serious power problems.

I dont know what's going on around you, but in this video the glowing of the street lights & other lights is caused by an electromagnetic frequency(s)/waves. whatever one wishes to call 'em. Street lights don't glow like that just because lines are touching. If lines r contacting each other you'll see sparks & likely an explosion.

Those are transformer lights, not HAARP. If u want to see HAARP at work, look at videos of the Sichuan earthquake that occurred in broad daylight. Power flashes also occur in the U.S. when tornadoes hit power lines.
