i would like to know if the head of the orphanage wasn't feeding and properly caring for the kids, or did they just not have enough food and staff to do so? Where they possible doing everything they could to help? Just cuz the orphanage was discovered and there were these conditions doesn't mean(although it could)this is how they wanted it. I guess one positive was that the kids were off the streets, but if they were held captive that is a negative.
