It depends, actually. Considering the style isn't really its own style, but rather a really advanced set in numerous other styles, it could have come from any part of China. You're correct, however, in saying South China here, as the style appears to be the southern "Eight Drunken Immortals" variant.
You can do Zui Quan with any weapon. Staff, sword, spear, pudao, whip, wooden bench...you can pretty much b.s. your way through a new weapon style based on the other weapons in the style and not be wrong.
