being punk doesn't really have much of a definition when you think about it... it could've started out as people being honest about what they think and disagreeing with others and being "punks" in someone elses eyes... i think its really the decisions we make that make us punk or not. NOFX is clearly a fast tempo'd band, and composing a song like this and putting it on an album with mostly fast punk rock songs is definitely a punk decision.
