He then attempted, by hesitating and talking, to evade providing drivers license and insurance (more reason for suspicion). Finally, he said, at 0:28, he would not provide his license after being urged, at 0:25, by passenger to do so. After all that, his immediate aggressive stance after leaving the vehicle was enough to warrant a non-lethal response.
now it is also unclear as to whether this officer had a legal reason to syop this driver. 5 miles over speed limit is not justified as it could be attributed to inaccuracy of speedometer in car. as for the license plate some states you only need one plate and it is legal so there may be some dispute over the reasons why this person was stopped to begin with
