ya know why failed because if you look up what states spend more then they pay in tax it is red states the states with less spening & paying more to gov in tax is blue states. so you red states need to stop spending in your own states!! you call yourseves conservitive yet the biggest spenders. seems we should all be angry with your govs spending nilly dilly as they do shame on you spenders you repubs are such hyoprocrites & 35 republicans put spening in obama stim & then vote no Dumb Games.
