Not full, not empty.
30~80% of the passengers are in the Green Cars anytime.
Only a few additional services are available in the Green Cars now.
There used to be a food-delivery service and a cup of free-drink service here...

This is a high-speed Railway line in Japan.
Max. speed of this train was 220kph(=136.7mph)
Now all the trains run at 270kph on this line
