They are trying to raise money to air them. Apparently, people who have donated the maximum amount to the campaign can still donate to PACs that air commercials such as these. (I'm definitely not an expert on federal election rules!)

Putting a bumper sticker on your car is an action. If you try to separate speech from action, you will eliminate speech. The key is whether the actions are violating the equal rights of other people. If not, okay.

I would point out that Ron Paul wishes to eliminate the Department of Education, NOT public schools.

The Department of Education is a HUGE bureaucracy which educates nobody. Its sole job is to dictate to local school districts what they must teach. That should be left to parents and teachers to decide at the local level.
