They are swarming because someone or something has disturbed their nest. In the U.K wasps are not really troublesome during June and July because they are too busy however in August their work is finished, they become mostly redundant and this in the time when wasps become a pest. They do eat meat (ants, flies & other insects) and DO sting people for no apparent reason.
thankfully we made it inside before anyone got hurt....one or two stings to my 6 month old brother and he wouldve probably died :( but were were all OK
