depends on how low you're talking about. If you're thinking like a suburban street with only street lamps.. maybe. You'd probably have to boost the gain (which gives you more grain).
I've used FCP a few times in college, but Im sure CS3 is different. I always export at highest quality and at 720x480 (i think it is) resolution. Also, under CS3 when I export as a quicktime, I have the option of choosing between mp4's and h.264 and other types, do you have those same options?
To me its worth it. You definitely get the cinematic feel. But it depends on what you personally are trying to accomplish and what cameras you're looking at.

I use adobe premiere CS3. The compression was just a quicktime movie.
