if I was the ref in that match I would not have awarded a goal either. The ball hit the bar then hit the ground then bounced out. One would not automatically assume the ball had completely crossed the line in this scenario. Far more likely the ball never totally crossed the line.

there is no need for Goal Line technology! All you need is the same set up that the NBA has... A table with 3 judges watching the tv feed that we all watch at home. They then have the control upon a vote between the three (can't be hung in decision) to stop the game and retract any decision that the ref makes. Simple, end of story!
