This leads to a one size fits all approach to government and services -- as the regional organizations will focus on implementation of International, Federal, and State goals and objectives rather than individual community needs. It is little more than a rehash of the soviet commissar model that facilitates centralized planning and control.
The host agency is just another middleman that will eventually push for greater control and more regulations --- It allows for greater centralized control and streamlines the implementation of new and more intrusive rules, regulations; thereby, facilitating the growth in the cost of the service while at the same time reaping a management fee for the agency. This is a bad idea that will cost more and lead to more intrusive and costly regulations. Towns will eventually exist in name only
